The problem
Most households own a drill they use twice a year, a ladder that blocks the hallway, and a pressure washer bought for one weekend. Existing tool libraries run on grants and volunteers and close when the grant ends. I spoke with 38 homeowners in one district: nearly all would pay a small monthly fee for reliable access, and none knew a place that offered it.
